The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by current data. From witness perspectives, military aircraft that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets provided to Ukraine by European allies.

Shortly after, Kyiv's missile defense thundered: defensive missiles targeted at a incoming threat. This was a modern interception technology at work, probably supplied through allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly transforms into sober acceptance: perhaps the incoming missile won't cause damage this time, protecting urban areas from catastrophe and further power outages.

Ongoing Risks

Soon after, a automatic firearm opened up on a drone close by, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a need that regional partners are demonstrably unable to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new approach from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, endure.

Strategic Calculations

It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is impossible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does nothing to discourage Russia, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its benefit in the coming year.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a total frontline collapse until circumstances change in its advantage.

Current Realities

Factually, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
